Why we fund the final year of study, not the first
Concentrating support at the point where dropping out costs the most: that is the choice made for school grants.

A student who drops out in the first year loses a year. A student who drops out in the final year loses everything invested before, and society loses a professional three-quarters trained.
That reasoning led us to concentrate grants on the final years of study. The budget is the same, the number of beneficiaries is lower, but the number of diplomas obtained is markedly higher.
This choice has a downside we accept: we do not help students at the start of their course, though some need it. We prefer to say so plainly rather than leave people hoping.
The criteria for this programme are public and the calendar follows the school year. Files submitted outside the window are held for the next session.
